Dublin City Manager Megan O'Callaghan is leaving after a unanimous council vote accepted her resignation Monday, Oct. 12.

All seven council members voted to accept O'Callaghan's resignation after returning from an executive session on "the employment of a public employee," according to the city's action summary. Her last day is Nov. 13.

O'Callaghan joined Dublin's city government in 2014 as public service director. She later served as director of public works and deputy city manager before becoming Dublin's sixth city manager in October 2022. The city's press release described her tenure as spanning nearly 13 years of service and a 30-year career in public service.

"It has been an honor to serve the Dublin community during such a transformational period in the City's history," O'Callaghan said in the city's announcement.

Mayor Chris Amorose Groomes said the city "accomplished great things" during O'Callaghan's tenure and wished her well.

No successor or interim city manager has been named.

The resignation was not listed as a formal agenda item. It appeared under "Staff Comments" and was carried by motion rather than by ordinance or resolution. The meeting, which began at 5:30 p.m. and adjourned at 8:29 p.m., had a full roster present: Council members Alutto, Johnson, Keeler, Kramb and Dr. Lam joined Mayor Amorose Groomes and Vice Mayor De Rosa.

Council also unanimously passed Resolution 45-26, authorizing the city manager to enter into a contract with FBT Gibbons LLP for law director services. The 7-0 vote moves the contract forward, though details on its duration and cost were not included in the action summary.

In a separate action, Ordinance 52-26, which would amend water and sewer user fees and capacity charges, received its first reading. The ordinance is backed by water and sewer rate studies completed Tuesday, Oct. 6. Specific rate figures were not available from the action summary or agenda packet.

A second reading and public hearing on the water and sewer ordinance is scheduled for Oct. 26 at 7 p.m. in the Council Chamber at 5555 Perimeter Drive.
