Dublin's Bridge Park developer wants to move a COTA park-and-ride lot to a nearby parcel on Dale Drive so construction can advance on the next phase of condominiums at the mixed-use district along the Scioto River.

Crawford Hoying and co-applicant James Peltier submitted a conditional use application that appeared on the city's Planning and Zoning Commission docket Thursday, Aug. 6, requesting approval to temporarily relocate the transit facility to 6620 Dale Drive, a 0.77-acre site northwest of Bridge Park Avenue and Dale Drive. The city posted the case as No. 26-044.

The move is driven by Crawford Hoying's J Block expansion, a 5.37-acre project already under construction at Bridge Park Avenue and Dale Drive. COTA currently operates a park-and-ride lot on part of that site, and the lot must be cleared before the developer can build a second condominium building planned for a later phase. NBC4 reported in November 2025 that the second condo building would come "at a later date, given COTA currently operates a 'Park-and-Ride' lot on the site."

The proposed temporary location at 6620 Dale Drive sits in the same Bridge Street District, Scioto River Neighborhood zoning sub-district that covers the rest of Bridge Park. Under Dublin's zoning code, a conditional use in the Bridge Street District requires a public hearing before the Planning and Zoning Commission.

What's already happening at J Block

The first phase of J Block includes The Ellis, an 89-unit condo building with prices starting at $400,000. As of July 30, 20% of units were pre-sold. The block will also feature a parking garage, green space and a four-story office and retail building anchored by Cenovus Energy on the third and fourth floors, with more than 100,000 square feet of Class A office space. Completion is expected beginning in the fourth quarter of 2027.

City planner Zach Hounshell is the assigned reviewer for Case 26-044. The commission's next scheduled meeting is Aug. 20, at 6:30 p.m. in the Council Chamber at 5555 Perimeter Drive. The application does not specify how long the temporary park-and-ride would operate at 6620 Dale Drive before the second condo phase begins.
