Dublin's Finance Committee will review the city's proposed 2027 fee schedule on Aug. 11, the first chance to adjust rates for building permits, recreation programs and other services since Council froze sports fees through 2026.

The committee meets at 4:30 p.m. at 5555 Perimeter Drive to take up the sole agenda item: a staff presentation on a 2026 cost study and the proposed fee schedule for the coming fiscal year. The committee's recommendation will feed into City Council's broader 2027 budget process.

The agenda packet includes six supporting documents: a cost study memo, a cost study presentation, the proposed 2027 fee schedule, a historical summary comparing proposed rates to prior years, Ordinance 42-25 (code amendments to Chapter 35) and minutes from the committee's September 2025 session.

What the fee schedule covers

Dublin's fee schedule sets prices across building permits, recreation programs, planning and zoning applications, engineering services, parks and cemetery services, police services, court services and public works. Under the city's framework, building standards fees target 100% cost recovery, while recreation programs aim for roughly 50% recovery of direct and building maintenance costs.

In 2025, charges for services brought in $32.9 million, according to the city's Guide to Taxes. That represented 12% of Dublin's $272 million in total revenue.

Recent fee history

Council voted 6-1 on May 26 to freeze the existing 2025 fee structure through 2026 for all sports programs, including recreation center swim teams. That one-year hold expires at year's end, making the Aug. 11 review the gateway for any 2027 rate changes in those categories.

On June 22, Council adopted Ordinance 30-26, which incorporated updates to the fee schedule following a cost study, along with other code changes.

What comes next

The committee's recommendation moves to full Council as part of the 2027 budget calendar: a capital budget work session Aug. 17, an operating budget work session Sept. 21, a first reading and public hearing Oct. 12 and final adoption in late October or November. The Oct. 12 public hearing is residents' formal opportunity to weigh in on the full 2027 budget, including any fee changes.
