Dublin City Council will consider a postponement of the Rings Road memorial preserve rezoning when it meets Monday, Sept. 28, at 7 p.m.

The meeting at 5555 Perimeter Drive also carries a vote on a new Rumpke solid waste contract, a revised city fee schedule and a third-quarter budget adjustment. An update on the multi-county SR 161 corridor planning effort rounds out the agenda.

Rings Road rezoning postponed

Ordinance 48-26 would rezone roughly 10.8 acres at 6001 and 6041 Rings Road from residential to Planned Unit Development for St. John's Memorial Preserve, a burial ground proposed by St. John Lutheran Church. The city's meeting agenda lists the item as a "Request to Postpone" at its second reading. The agenda does not explain why.

The proposal drew sharp debate at the Dublin Planning and Zoning Commission on June 11. Adam Steinbrenner, a church member at 5526 Carra Court, told the commission the congregation of more than 450 members has worshipped at its current site for over 100 years and wants to offer burial services on its own property.

The plan calls for up to 2,850 ground plots and 120 columbariums across three phases on two 5-acre parcels, according to PZC meeting minutes. At the church's pace of 10 to 12 funerals a year, the commission noted the northern sections alone could take roughly 161 years to fill.

Neighbors at the June 11 hearing cited concerns about property values, environmental contamination from embalming chemicals, traffic and a 1990 land-use commitment reserving the area for single-family homes. The commission voted 6-0 to recommend approval with conditions, including a wider east landscape buffer with 6-foot evergreens.

Rumpke contract

Resolution 40-26 would authorize City Manager Megan O'Callaghan to sign a new agreement with Rumpke of Ohio, Inc. for residential trash, recycling and yard waste collection. Council is scheduled to introduce, hold a public hearing and vote on the contract at the same meeting.

The agenda does not list the contract's dollar value, term or service changes.

Two residents raised trash-collection equity at the Aug. 24 council meeting. Jeff Crandall of 9037 Terrazza South Court told council that Rumpke serves adjacent single-family homes, yet his condominium association pays separately for the same service.

Shanna Huber of 9133 Terrazza North Court, a 24-year Dublin resident, spoke at the same meeting. Her HOA dues of $495 per month include "$768 per year per household solely for trash pickup, a cost not borne by other Dublin homeowners," she said at the Aug. 24 session.

Whether the new contract addresses that disparity is not clear from the agenda.

Fee schedule and budget

Ordinance 49-26 would revise the city's fee schedule. Ordinance 50-26 would adjust the 2026 annual appropriations in a third-quarter supplemental. Specific dollar figures for both items were not available from the agenda.

SR 161 corridor update

Council will hear an update on the SR 161 Corridor Group, a multi-jurisdictional effort involving Union and Madison counties, local townships and the cities of Dublin and Marysville. The roughly five-mile study area between U.S. 33 and Plain City covers about 3,200 acres across three counties, as Marysville Matters reported.

The Sept. 28 meeting begins at 7 p.m. at 5555 Perimeter Drive. Residents may speak during the citizen comment period at the start of the meeting, with comments limited to three minutes each.
